Subject: Sexual Harassment, Retaliation, Stalking (Video Surveillance), Negligent Infliction of Emotional Distress (NEID), Intentional Infliction of Emotional Distress (IIED) and Federal Mail Tampering by Property Manager Rick Newmann of absentee property owner Don Klyberg.

Incident Report:

On the morning of April 22, 2025, I visited my rented mailbox and discovered that my name—which had been restored and reattached on April 16, 2025—was once again deliberately scratched off. This defacement of my mailbox was not random or accidental. It was a calculated, retaliatory act that occurred in conjunction with being stalked and surveilled by Rick Newmann, the property manager, earlier that same morning.

This repeated action directly threatens my standing with the Minnesota Address Confidentiality Program (ACP), where the presence and accuracy of my name on my mailbox is essential to maintaining eligibility and safety. Removing my name jeopardizes my ability to receive protected mail and risks program termination—thereby exposing my identity and location to known violent offenders from whom I am legally protected. Newmann is fully aware of this, per letter sent to him, owner and county after January 2024 incident—this exposure to risk is part of the intention of this retaliatory harassments.

Physical & Medical Impact:

The psychological and emotional toll from this specific incident—and its context within a prolonged pattern of harassment—resulted in a severe physical trauma response, consistent with Legal Abuse Syndrome (LAS) and my existing medical conditions, including:

• Hypertension (Stage 2): My blood pressure spiked suddenly and dangerously high, followed by an immediate crash, a fluctuation that often causes me to lose consciousness.
• Chiari Malformation: This neurological disorder is aggravated by elevated stress levels and blood pressure fluctuations, resulting in extreme pressure in my head, heart, and veins. These episodes lead to migraine bouts accompanied by nausea and severe exhaustion, lasting anywhere from hours to weeks. This particularly hard to cope with when I do not have access to necessary medical treatment. Due to discrimination and ongoing criminal conduct at local clinics (and across the entire Allina system), I have been denied prescriptions for Ondansetron and Imitrex, which are required to manage these attacks. These debilitating episodes are triggered by stalking, a failure to provide legal protection, and uninhabitable living conditions—all stemming from systemic criminal behavior. At times, I become faint, experience heart palpitations, and by the time I make it back inside my apartment, I am overtaken by sudden incapacitation.
• Temporary Paralysis / Exhaustion Episodes: Within minutes of discovering the mailbox tampering and realizing I had been followed, I experienced a full physical shutdown. As has occurred consistently since July 2022, this manifests in sudden collapse into unconsciousness or a sleep-like state that lasts from 15 minutes to 2 hours, during which I am unable to move or respond.
• Cognitive Fog, PTSD Flashbacks, Physical Panic Responses: Triggered by surveillance and mailbox tampering, these symptoms further erode my ability to engage with daily tasks or maintain a safe baseline of health.

• I was unconscious for roughly 20 minutes. Its giving justify it; I don't have the health to care about you justifying my experience but I do have the photos and testimony to prove your character when you justify this abuse and violence which are federal crimes. 

 

It’s them doing this to me. It’s not Chiari Malformation. And I wouldn’t have Legal Abuse Syndrome if I hadn’t been legally abused—without cease—for a lifetime, including now.

This is direct medical injury, rooted in criminal behavior and sustained by a chronic environment of threat, coercion, and violation of privacy. It is not merely an emotional or psychological reaction—it is a documented neurological and physiological response to criminal trauma.

• Rick Newmann should be committed to a state hospital for unrehabilitatable sexual predators.
• Don Klyberg’s properties and his ability to lease real estate in the State of Minnesota should be permanently revoked.
• The money Don Klyberg has collected through criminal real estate practices should be reallocated to the victims who are forced to abandon his properties for their safety.

As a matter of fact, by the time this entry is seen, I will have already contacted individuals within the city who are familiar with Don Klyberg’s history—including those who handled the revocation of his Minneapolis licenses—concerning the actions of his current employee, Rick Newmann. I will be requesting their support in ensuring I receive the money and protection from retaliation that I am owed, so that I may move without further financial harm as a victim of these crimes.
