Incident Report – Mail Tampering and Identity Removal
Date: April 22, 2025As previously documented in Section 7, Title 7.17, my name—which had been restored to my mailbox on April 16, 2025—was scratched off again on April 22, 2025. Inside the locked mailbox, to which only Rick Newmann and the postal carrier have authorized access, I discovered my mail had been opened and reinserted. This incident is supported by photographic evidence included with this report.
My mail had previously been stopped without legal justification. I believe Rick Newmann is responsible, though the individual who attempted to interfere wrote "No longer lives here" on the envelope. The timing raises concern, as my mail had only recently been restarted. Given Newmann’s pattern of surveillance—including use of the apartment unit beneath mine to monitor conversations—I suspect he may have overheard a phone call I had with the Secretary of State’s office regarding my mail status and is now actively interfering.
As of now, I have not located the envelope bearing that handwritten message. I retain a recording of the conversation with the Secretary of State’s office, which supports the expectation that such a letter should have been delivered. If it does not arrive, it may serve as further evidence of ongoing mail theft.
This entry documents an escalating pattern of retaliation and harassment by Rick Newmann, a property manager at the property of absentee slumlord Don Klyberg . After rejecting sexual advances made in person, I was subjected to approximately four months of cyber sexual harassment through unwanted and inappropriate "grooming" text messages. Every day since I have been a victim of violent, destructive, debilitating, retaliatory harassment
Since December 2023, this individual has physically tampered with or accessed my personal mailbox without consent—an act that constitutes a violation of federal law (18 U.S. Code § 1708). This intrusion occurred within the broader context of sexual grooming, targeted retaliation, coercion, and intimidation. The behavior has created a living environment that is hostile, unsafe, and traumatizing.
