A mother of two, a Chiari malformation survivor, and a Medicaid Health Insurance enrollee under Consumer Directed Community Supports (CDCS) for Brain Injury (BI)—formerly and improperly opened in the Home Based Community Based Services Waiver, underwent an urgent laminectomy in October 2020. She reports that she was forced to flee more than 1,600 miles outside the State of Minnesota to obtain the surgery after alleging statewide suppression of sustained maltreatment, abuse, and neglect within Minnesota’s PMAP, HBCS and CDCS programs for seventeen years, retaliatorily blocked access to medically necessary and ordered healthcare.
According to the victim, her repeated and long-standing reports of internal fraud and criminal conduct—conditions she asserts blocked access to medical treatment for Chiari Malformation before, during and after she was participating in Medicaid Insurance waivered healthcare options enabled seventeen years of documented abuse. During this seventeen year period she was limited to one medical procedure within the state of Minnesota despite being opened in DHS insurance plans to cover the cost of surgery, years of medical records recommending surgical intervention and noting 77% loss of control of lower extremities while remaining without physical medical treatment and DHS employees reporting that she was well and receiving all the care needed—were met with sustained retaliation throughout the state of Minnesota. She alleges that state actions resulted in the total loss of her personal property, legal identity, limited liability company (LLC), and consumer credit, along with coordinated regulatory interference that functioned as a de facto nationwide prohibition on her ability to lawfully operate a vehicle or secure rental housing within the United States.
She further asserts that these actions constituted retaliatory and unlawful deprivation of personal safety, resulting in exposure to witnessing deaths, facing life-threatening conditions herself, gender-based violence, and sex trafficking. According to the victim, these retaliatory measures were undertaken to prevent her from leaving the state to obtain medically necessary treatment for injuries caused by maltreatment and carrying nearly two decades of extensive historical documentation supporting her claims.
At the time of her urgent surgery, the victim was forcibly homeless due to reported federal housing fraud which supported the Minnesota department of human services at the county level where maltreatment and fraud reports were submitted—a condition that persisted for 1,775 days. She attributes this prolonged displacement to coercive control exercised through institutional mechanisms. Only after this period was she able, through her own efforts, to re-enter a residential lease. As of the publication of this article, the victim reports that she remains a trafficked, internally displaced person (IDP), without access to consistent medical care, and continues to experience harm stemming from systemic fraud and abuse of authority for personal or institutional gain within the enterprise State of Minnesota, May 11, 1858.
While much focus has been placed on East African created missing funds, less focus has been put on culture of fraud which they're alleged to have been stealing from the, still less attention is placed on the victims which do exist in Medicaid insurance waivered care—but virtually no attention has been placed on investigating what types of in noncompliance, illegality, captivity, categories of brutality toward citizens whom DHS is systematically granted access to, as well as retaliation against both disabled individuals and their families are being deployed against disabled Minnesotans who were not in institutions in the first place—.
This what Jensen looks like outside institutional facilities, compounded by what has become known as the Minnesota paradox: although Olmstead compliance has been judicially ordered, enforcement remains effectively stalled due to systemic failure.
Everything that I am going through right now is because of the relentless years I spent reporting DHS crimes that illegally prevented me from accessing medical treatment—while my body deteriorated and my children's lives were ruined, as I was systematically kept powerless. I've had to watch all this legal action come and go since 2003, while screaming from the shadows that slander and retaliation by a corrupt government has pushed generations of my bloodline in, while they were robbing taxpayers blind—again and again—because everyone, on every side, said: "You're a Black woman, surely you have nothing to add, and you're supposed to be on welfare."
Why is this state still allowing criminals to victimize me, rather than collecting documents and testimony to lock people up, awarding me a judgment, and a medal for never giving up—and for protecting future taxpayers at this point?
Answer: They don’t want to change. I have seen these type of farce too many times to count.
